Measuring resolution

Time to an agreed resolution.

The proposed measures

MT-M1 (Resolution measures) proposes measuring the time from the provider’s recorded cancellation to confirmation of the learner’s accepted alternative. Record how elapsed time is counted and the reasons for waiting. The clock continues when a team passes the case to someone else.

Measure Observation and decision
Resolution elapsed time Cancellation and resolution events, with missing events flagged. Service owner examines delays and the affected learner groups.
Time without an accepted owner Intervals where the handover lacks an accepted owner. Process owner reviews responsibility and escalation.
Incorrect or repeated work Corrections and duplicate bookings, with causes. Systems and service owners review acceptance and reconciliation.
Architecture decision time Request for a defined design decision to its acceptance, separating active work and waiting. Architecture owner examines the method.
Change effort Work needed to alter an agreement rule, including finding its meaning, checks and support update. Owners examine maintainability.

MT-Q1 (Recovery quality) connects recovery to the technology example. After restoring older data, the team would need to establish the actual accepted ownership of C42 (Example cancellation case) before resuming work. That is the proposed business check. Recovery time and acceptable loss still require agreement.

Reading a result

All baselines, targets and results remain open in this fictional example. A real trial would retain its period, workload and changed practices. Separate results by relevant channel or learner need where that helps explain a problem. Protect personal information in the collected observations.

Use the measurement record to retain the definition and record results when the checks run. Continue the history after later changes so that the service’s useful life can eventually be assessed.
