## Purpose and work

O1: timely resolution the learner accepts. Internal cancellation cases only, through learner agreement and confirmed resolution. Partners and refunds require a separate decision.

## Roles and decisions

Service owner: agrees meaning, rules, trial readiness and scope changes.
Case owner RO1: maintains I1, contacts the learner and follows confirmation.
Receiving owner: checks and accepts transfer; becomes RO1 when the accepted transfer takes effect in the shared register.
Duty coordinator: arranges suitable cover under agreed delegation and escalates gaps.
Data steward: maintains definitions and coordinates recurring record corrections.
Named staffing and delegation are pending. Several responsibilities may sit with one person where permitted.

## Skills, access and capacity

Staff need to interpret the agreement, use the register, arrange an internal alternative and recognise exceptions. Receivers must read the current agreement before acceptance. Demand, workload limits, staffing and access checks remain to be agreed and tested.

## Cover and escalation

The coordinator nominates a suitable receiver if the original offer is unaccepted or the owner becomes unavailable. The existing assignment remains current until the accepted transfer takes effect in the shared register. The receiver then becomes the current owner. The service owner handles an unresolved capacity or authority gap. Response targets and named cover must be set before a real trial.

## Change and support

OP-D1 proposes an accepted-transfer procedure using a shared register. Later mobile/cloud/AI support must preserve current assignment, learner agreement and recorded acceptance. A changed service scope may reopen the rules. The service owner accepts procedure changes and arranges training and support.

## Methodology configuration

The duty coordinator may be a team lead; this record may sit in a team charter or operating model. Match responsibility and authority, rather than titles alone.
