Fictional worked record; decisions are proposed and checks are unrun.

## Purpose and scope

MG-D1: the proposed direction is for the learner to receive an agreed
resolution to a cancellation, whether the provider or a partner supplies the
replacement course.

## Decisions and authority

The business-area owner would resolve shared responsibilities; the service
owner would manage local working practice; the funding owner would commit
money. These assignments are proposed.

## Roadmap and dependencies

MG-R1: start with a process-only trial for provider-run courses. Escalate
partner courses and refunds outside the trial. A later partner service would
depend on decisions about booking confirmation, permitted disclosure and
funding.

## Exception and review

MG-E1: a temporary manual handover would need a named owner, a check and a
review date. These remain to be agreed.

## Operation and results

The service owner would retain the accepted rules and unresolved cases. The
trial has not run, and no outcome has been measured.
