## People and journey

CH-D1 follows a learner from a message to a phone call about the same
cancellation case. The first proposed trial is process-only and covers
provider-run courses.

## Meaning and state

Sending a message does not establish agreement. CH-S1 describes a later
software option: an action saved on an offline device remains separate
from an action accepted by the case service.

## Handover and authority

The worker would establish the caller's authority and use the current
offer. The same agreement rule would apply across channels.

## Change and ownership

A rule change would require updates to messages, service content and call
guidance. Handling older offers remains to be agreed.

## Checks and results

Checks for continuing from online to phone, delayed notifications and rule
changes are proposed and unrun.
