## Decision and owner

Decide whether to trial one case owner and a shared record for cancellations
of courses run by the provider. The service owner would accept the trial.
Booking and course teams and affected learners participate.

## Purpose and scope

O1: the learner receives a timely resolution they accept, with one named person
responsible until it is confirmed. Currently the teams each expect the other
to arrange the alternative.

P1: an alternative requires the learner's agreement. R1: preserve that agreement
and ownership through each handover. Include an escalation path when no
acceptable alternative is available.

The trial includes provider-run courses. Refund policy and partner courses
are outside this increment and require escalation. It assumes both teams can
use a shared record; access and responsibility must be checked before a trial.

## Judging the work and the result

Observe time to an accepted business decision, review effort and rework.
For the service, observe time to confirmed resolution, cases without an owner,
incorrect bookings and staff support effort. Baselines and an acceptable
resolution-time target are unknown and must be agreed. Review change effort
when a partner is introduced. Useful longevity needs later observations.

The service owner owns the outcome questions; booking and course leads collect
case observations. The example uses a two-week trial review.

## Methodology configuration

A service brief contains purpose, capability, responsibility and questions
for judging results. A case record carries information and handover state.
The service review considers both the trial and findings from daily use.
